There isn't any real way currently in LayerBB to do RTL, however if you edit the themes like below it sort of works;
AdminCP > Configuration > Manage Themes > Edit Theme (Options dropdown)
In forum, members and page templates find;
and replace it with this;
We do plan on putting full RTL support in eventually, I am currently looking into it for the next release.

RTL support has been added and will be available in the next version of LayerBB.
